Part A - Inmate Grievance

See attached Informal Grievance Log #03-14-264. The fact remains that I could be returned to a normal (open population) death row cell at this time, for as I stated, doing so would pose no additional security threat, nor further disruption of the orderly operation of the institution and would not result in further incidence regarding these infractions DR #213-140286 and 213-140287, which was a self defense act, and a 15 year old web site. This classification team has never been about applying 33-602.222(8)(a) and getting inmates OFF OF disciplinary confinement and back to their regular housing as soon as could be done. A review of P-Dorm's D.C. records would substantiate that. Classification uses disciplinary reports and maximum disciplinary time to cause the inmate and our families the most amount of suffering that they can. Their records here in P-Dorm speak for themselves. 33-601.308(4)(k)(1) "Disciplinary confinement shall be utilized only as a last resort." In quote. So this is supposed to be the last tool used. For unsatisfactory behavior. Not the first tool, T.V. suspension, yard, canteen any of these could be utilized under 33-601.308(4)(d) or (h) assign the inmate for individual review and counseling. Which classification never applies. This system is broke because our classification will not apply rules as 33-602.222(8)(a). I'm asking you, Warden Andrews, to apply this and return me to my death row cell. Thank you for your time and hopefully your help.

This is the thing. They deny the grievance on March 31, 2014, yet I was released on the same day. See it's too much to get a grievance approved in here! Yes, too much to follow procedures! Why do we have Chapter 33-Florida Admin. Codes when they don't follow them? Chapter 33-Fac is just a bunch of garbage, just as the grievance system is straight garbage. It's a shame, but that's the truth. It needs to be overhauled and fixed.
