"Use Of Force"

On Monday November 17, 2014 at approx 7:30pm, staff rolled the door of cell P-4102 housing Anthony Martin a hightened security inmate whose in a closed in isolation cell. This was during shower time, no staff was on the wing. Martin opened the cell door and walked up and back down the hall way, towards the front door, when he reached the front door, the controll room officer poped that door allowing Martin to come on to the quarter deck where the officer were and inmates. At which time a use of force was done, Martin was slammed to the floor and roughed up.
Approx 20 to 30 minutes later, several officers and an Lt brought Martin back to his cell with a camera on him. He was placed in his cell, medical staff came and asked him (a mentally-ill inmate) if he needed medical treatment. He said no, they all left.
On Monday November 24, 2014 at 2pm they served Anthony Martin a DR (Disciplinary Report). Now Martin is mentally ill and can't fight this or any of the DRs he's receiving. But, he gets a DR. They violated the rules and procedures by opening the cell door. Once he's in the hall way, the hall door should have NEVER been opened.
At that time, staff should have called for the Lt and video camera. Once that got here, Martin should have been ordered to cuff up. (He could have turned around to the catwalk bars where the officers could have placed the cuffs on him. Had he failed to cuff up, they could have brought in the proper officer's to come in with a shield and restrain him as is procedure. The use of force would have then been video taped which is again procedure. What took place was rule violations, regulation and procedure violations and then they have the nerve to write a DR. Like I said, there's NO accountability when these people blatantly violate the rules, regulations, procedures, Florida Administrative Codes and the governing law 944.09FS.
This poor mentally ill inmate is being mentally destroyed by this isolation cage and no one gives a damn, other than me. Some way, some how I need to get this man some help. State classification rubber stamped his review. The help will not come from inside the Florida Dept of Corruption. It's going to take the US Dept of Justice to stop this abuse of mentally ill inmates.
I say "scream for this man! Let your voice be heard!" Be the voice of the mentally ill who are being victimized by this corrupt institution.
