U.S. Attorney General Eric Holder's speech to the American Bar Association [ABA] annual convention; August 12, 2013, News Hour. PBS.org

Atty. Gen. Eric Holder in effect enunciated a new policy pertaining to modification and mandatory minimum sentencing.

Atty. Gen. Holder's new policy would scale back sentences for some low level nonviolent drugs offenders.

No doubt this just new policy reflects President Barack Obama grave concerns over the United States hugely high incarceration shameful rate.

And is the administration first significant hint of changes to come.
