Subject: M Solano rendering grievance appeals ineffective

On May 3, 2014 I filed informal grievance log #05-14-049 which was responded to on May 8, 2014 by Captain Jackowsky denying it. On May 8, 2014 I filed formal grievance log #1405-213-083 which was responded to by T Key on May 13, 2014 denied. On May 15, 2014 I filed appeal grievance #14-6-16505 stating:

Your administrative appeal to this office is in non-compliance with 33-103, inmate grievance procedure, because your grievance at theinstitutional level was determined to be in non-compliance with the requirements of the rules.

Your request for administrative appeal is being returned without action signed M Solano. See attached as [Exhibit (A)] informal #05-14-049, formal #1406-213-093 and appeal #14-6-16505. The informal and formal are both responded to denied, they are therefore both in compliance with 33-103.005 and 33-103.006.

So it's obvious that it is M Solano's response, that is in non-compliance of the rule and regulations of the department's grievance procedure.

It is the practice and policy of the Florida Dept of Corrections to render the grievance system ineffective, this appeal #14-6-16505 is just one of the many examples that I can produce, showing grievances that are in compliance, rendered ineffective by the responders. Informal grievances, not being responded to, formals and appeal grievances being rubber stamped with computer generated responses.

The FDOC grievance procedure is clearly broken and no one wants to fix it. For if it was corrected, it would give inmates a true outlet and a voice to correct injustices in the FDOC.

An investigation into Florida's broken grievance system is required, as can be seen by exhibit [(A)]. I'm calling for a US Dept Justice audit.
