Cuba Highlights Guarantees, Rights of Inmates

Havana, Dec 8 (Presna Latina) detainees in Cuba have guarantees and rights involving humane treatment, equality, non-discrimination and access to study and work, affirmed prosecutor Hortensia Bonachea here.

Regulations regarding the enforcement of sentences are binding on the island and impartially apply without distinction of race, sex, color, national origin or religious beliefs, stated the head of the Board of Law Control in Prisons of the Attorney General.

In an interview with the newspaper Granma, the official stressed the existence of an educational subsystem in prisons for career and technical education and the voluntary incorporation of inmates to work with pay.

Official data recently published by the newspaper itself, from a population of just over 57,000 inmates, about 27,000 receive schooling, about 24,000 are involved in on-site training and a figure over 23,000 are involved in socially useful work.

Another of the peculiarities of the Cuban prison system are the guarantee offered regarding religious assistance and the opportunity to benefit from a progressive system for the enforcement of sanctions, Bonachea estimated.

According to the prosecutor, the inmates are entitled to the reduction of penalty of 60 days per year served, to parole or suspension of the measure, provided they have met the requirements established by law.

We also have the advance in the location of women in centers for them, directly served by female staff, the differential treatment to youngsters and the promotion of economic aid to families of inmates with previous requirement, she stressed.

Bonachea said the Attorney enforces individual rights and guarantees in force in the island for prisoners.

In all instances prosecutors are empowered to conduct inspections, in order to ensure proper implementation of the state policy in the sector, which harmonizes with international standards on the subject, he emphasized.
