Subject: Stolen/missing property

On Thursday September 19, 2019 I was sent to North Florida Reception Medical Center (RMC). Staff knew that I was being transferred, and rather than pack and inventor my property in my presence, it was left in my cell and later removed by inmates and staff. Where its taken on to the quarter deck and inventoried. Where it was possibly stolen by other inmates.
When I was returned on Friday October 4, 2019. My property was already placed in cell P-4128. Upon going through my property I started noticing missing items.
1) Over 40 pieces of art are not here.
2) Irreplaceable address book.
3) A bottle of Dial lotion,
4)two bottles of bath and body wash,
5)a bottle of English Leather Cologne.
6) Breathsaver mints.
7) Two writing tablets.
8) Two books of stamps.
9) Between 50 & 100 envelopes.
10) Dental floss loops.
Some of these items was purchased from the Union and Access food packages. Other items! had for two decades or more and used them sparingly for visits.
On Monday October 7, 2019 at 6:20 am I stopped Sgt Woods and discussed this missing property with him. He stated that my property at times was left on the quarter deck, he has to run a wing, do wing checks pull inmates for call outs ect. Since Sgt Woods and I have never had an issue, I believe he had nothing to do with the stolen property. That one of the Admin staff took advantage of his absences to running the wing, to steal my property in retaliation for my writing and grievances.
CONCLUSION
I'm calling for these items to be tracked down and returned. Or items of equal value to be given in replace of these missing items. As for the art. I want the paintings returned, or to be compensated $500.
To substantiate these items were in my property, I'll submit to a polygraph exam. Again I'm just looking to get my property retuned, and policy and procedures to be put in place where property is either inventoried in our presence, or by property room personal, where its in a safe and secure environment outside the prying eyes of opportunistic inmates who are looking for the opportunity to steal from us. Or vindictive staff who's looking to steal or throw away property in a retaliatory manner. This is something that should have been done years ago. If this wasn't retaliatory, it sure has the appearance of being so. With all my writing materials being gone. Thank you for your time and help.

Dear Representative Susan Valdes October 7, 2019
I'm sending you five approved grievances that I've filed on the conditions here in P- dorm at UCI. These would not be approved if they weren't valid issues and you can see the seriousness of them for yourself. The administration has tried to discredit me and the claims I'm making. Well as you can see they've acknowledge and validated everything in these grievances.
Now I just paid a high price for filing these grievances and bringing these issues to light. Staff has retaliated and stolen all of my writing materials, pen paper, envelopes, stamps and even my address book, as well as some art and other property. They did this on Thursday September 19 ,2019 when I left and went to RMC for surgery. I need your assistance in pressuring this administration to find and return my property. And I'd like for you to come out and view these conditions for yourself. I'm currently housed in cell P-4128 an ADA cell that has a gaping hole in the floor that goes outside. The screen is missing on the window in front of the cell allowing mosquitoes and other insects into our cells. And there's all the other issues for which I brought to your attention back in August in that memorandum.
I know your busy, and I thank you for your time and help. And I remain available to assist you in anyway you need. Please take care and continue to fight the good fight to instill some much needed honor and integrity into the FDOC. God bless you.

Dear Representative Carlos Guillermo Smith. October 7, 2019
I'm coming to you to bring to your attention the fact that staff at UCI has retaliated stealing all my writing materials address book and other property as a result of my writings on the conditions here in P- dorm. I'm going to be sending you five approved grievances dealing with some of the most serious issues. On September 19, 2019 when I went to RMC for surgery staff stole my property. I'm sending you a copy of the formal complaint for which I've filed. All I want is my property returned, and with a little bit of pressure I'm sure they will return it.
I'm going to continue to fight and speak out on the much needed change that we need here in the FDOC. And short of staff killing me, I will not stop trying to instill some much needed honor and integrity into a system that has lacked it for years. I thank you for your help and all that you and the other legislatures are trying to do to help change this system. Please take care and continue to fight the good fight. God bless you.
