Holden! I don't know whether this will post as a new blog post or as a comment reply, but I wanted to single you out for your particular comments. I hope you'll see this.

California is a liberal state, but liberals are still statistics, and statistics are authoritarian by definition, I'd say. If you accept that much, then it's a short stop to realize that authoritarians ultimately favor prisons, in one form or another, no matter how "liberal" they are. Reform is a liberal agenda, generally (it's almost semantically incompatible with "conservation," right?), and while it's nice to try to "make things better," some things just don't need improvement, they need removal - like cancer, toxic waste, and human caging (prisons). Reform implies value and potential, but prison has neither.
