There is a legitimate reason it is unconstitutional to continue to house me in any population at Jefferson City Correctional Center, which is why I am in administrative segregation and gravely in need of a "transfer" to another level #5 prison is Missouri to be able to be released to general population at that prison.

I am being subjected to an unimpartial tribune (14th Amendment violation to the U.S. Constitution) per assistant warden Raina Martin who is using her position to subject me to retaliated (1st Amendment violation to the U.S. Constitution) for me exercising my U.S. Constitutional right to access courts against J.C.C.C. previously in Irving V. Dormire, 519 F. 3d 441 (8th Cir. 2008) in which Martin was a defendant when she was a caseworker. Martin thus denied the submitted transfer request as a continuing act of retaliation and individual bias against me that had been recommended on 1216122 and approved at that time by assistant warden Craig Crane.

Martin and her nephew functional unit manager Romelle Blackmon have been unconstitutionally circumventive against me since I came back to J.C.C.C. in 2021 and repeatedly tried to place me in harm's reach.
