On 10/31/2011, (Halloween Night) an inmate at this prison (in another blog.) killed his cell-mate. (one was white, another black) Despite the fact that forced integrated housing policy is in effect, the guidelines are rarely - if ever - honored.

Enclosed is 13 pages of the policy. 50 pounds weight difference and/or 4 inch height difference - is supposed to cause an 'alert' - but it's always disregarded.

Along with the policy is some other articles on 'cell mate' 'situations'.
You be the judge.

In each building - there is 100 cells; most have 2 persons inside.
What do you think some of the biggest issues among 'cell-mates;?
