I remain in solitary confinement because I really don't feel safe being housed with non sex offenders due to recent and past assaults. So I refuse all cellies until they come up with a way to safely house me. For almost 24 years it's the same thing. They lock you up temporarily and transfer you until the next incidence happens and sex offenders always get put in solitary confinement. They have destroyed all my property because I refuse to continue the charades - also I lost all privileges so I can't even shop in the store to buy writing paper and other necessities. I'm very depressed and becoming ill. There's no one to intercede for me - and since I keep refusing cellies that are gang members - they continue to extend my SHU.

On 11/19/12, at approximately 1000 hours, I approached cell #39, solely occupied by inmate COLLINS, E-81393 in building 4A4R and informed him per departmental policy; it is the expectation that inmates who are double celled cleared are to accept housing assignments as directed by staff. Policy states housing assignments for inmates are not based on random cell availability. Rather, they are based on available documentation and individual case factors reviewed by assigned Correctional Counselors. Inmates are not entitled to single cell assignments, or a housing location and/or cellmate of their choice. All inmates are expected to be double celled if such housing assignment is deemed to be appropriate in order to maintain efficient operation of the institution. This policy is to be adhered to in General Population, Administrative Segregation and Security Housing Units. A review of COLLINS's Central File found no case factors and/or documentation that would prevent inmate COLLINS from being housed with another compatible cellmate. Inmate COLLINS was cleared for double cell housing by California State Prison - Corcoran's Institutional Classification Committee on 10/10/2012.
