Prison Razor Wire

There's an alarming trend that has been going unnoticed for years. Certain birds like pigeons, geese, sparrows and other birds of prey are losing a leg from flying too low across institutional fences. Birds let their legs down when they are about to land. My heart goes out to them when I see them hopping around while trying to eat.

I suppose they survive normally, as we have a Canadian goose that lives on the prison yard. Comes each day to eat the grass, and the inmates usually end up taking care of these animals.

What I'm wondering is what can be done to limit these animals from becoming victims while serving institutional needs for security. Perhaps placing three strands of barb wire above the already existing razor wire.
