JPay emails, tablets, and kiosk

We are lacking any structured rules dealing with emails, tablets, and kiosks. Although there's a rule Chapter 33-602.900 kiosk and tablets that's been in developmental stages since November 15, 2017, over a year and a half has passed and we're still sitting here without a governing rule on a device that we've had for almost a year. We truly need this rule to go into a priority state of development. Staff nor inmates don't know what certain procedures are to be followed due to the lack of structure surrounding these devices.

In death row P dorm, we have a limited access to our kiosk where we can only use them twice a week during recreation, and staff will often deliver new tablets on Friday, which leaves the inmate with a disabled tablet for three or even four days before they can get out and sync up. Population inmates don't have this issue. They can drop off their old tablet, and pick up their new tablet at the property room, and go straight to their dorm where they can sync up to the kiosk.

So in this new rule, there really needs to be some exceptions and modifications to better serve the inmates in P Dorm. For these emails, there should be a new procedure. According to Contract #C2885 under section (4)(f), Jpay and FDOC are looking to phase out all snail mail and transitioning to digital. Most inmates have already went all digital with family and friends, so making sessions for P dorm inmates to get their new tablets on the same day they can sync to the kiosk is a reasonable request.

Monitoring and viewing emails seems to be a major issue, although Contract #C2885 states that Jpay will be in charge of monitoring emails. P Dorm staff are monitoring the emails and sharing them with others, which is causing some conflict. So, this rule should address the issue of staff monitoring emails, and the staff should be those outside of the facilities that the inmates are housed in to avoid any type of conflict between staff inmates and their visiting families and friends. Currents staff who're doing the monitoring are in contact with both the inmates and their visitors.

These are just a couple of the issues that need to be addressed in the proposed rule. We really need this rule to be a priority, to clarify what is what.
