The California Department of Corrections encourages inmates to masturbate to female guards.
Within the construction of the CDCR Operations Manual (Title 15) they strictly prohibit lewd acts and direct all inmates and staff not to place themselves in sexual situations that would encourage sexual activities. Here though is a double standard that is going on.
Male inmates are viewed nude by female guards and they even watch us get stripped searched in solitary confinement. They suggest that men's magazines were the sole reason that men were masturbating where female guards would see them - so they banned all men's magazines. There are only one type of inmate that would ever consider lewd behavior (a pervert). If a man is going to make sure the female guard sees this act - it would have nothing to do with a magazine - most prisoners are very respectful to female guards. It's a small minority that do such things. There is no supporting evidence that magazine would encourage lewd behavior, however sex offenders get off showering out in the open where they know females watch - this prompts inmates to fantasize and to play with themselves. CDC has got it all backwards. It's because of their perverted rules that actually encourage masturbation - open showers is huge in getting men to play with themselves. Most prisoners believe the guard would not bid on that position if she didn't like those sexual situations, so if all areas were closed where nudity comes into play - masturbation would cease.
