Is CDC as a whole just too arrogant & powerfully evil to do the right thing the first time though? First you'd have to look closer at their hiring standards, 21 years of age high school graduate and no felony convictions. You'd think in such a setting, military experience would be requirement because of the discipline it takes to do a job like this. Also keep in mind that new recruits are trained by veteran officers that are not favorable to change. Many of these new recruits are from low income households and have family and friends in prison themselves.

Guards are given individual power over each inmate and in time this new found power totally changes these guards. We don't have to look no further than the murders they committed all throughout the 90s. if the officer were disciplined out of their pay checks they would be reluctant in stepping above the law.

Issues that inmates bring up are always the same - they never change, which is very costly to the taxpayer. If CDC brings resolve to the common concerns that are continually filed - it would save ??? dollars to the taxpayer. The cat has always been out of bag... but why does everyone keep ignoring it?
