Inmate Request

To: Warden
From: Ronald W Clark jr
The issue, for which I'm grieving, is the practice and utilisation of leg irons/shackles which are causing injuries, deep cuts, sores and scarring. Yet no medical examination or injury/incident reports are being conducted. I currently have sores and scarring as a result of these shackles. If the practise of utilizating shackles is to continue, the following steps should be taken, to ensure the wellbeing and safety of both inmates and staff, from such infectious diseases as Hep C and HIV.
a) Staff members will examine inmates' ankles for any injuries as a result of the use of leg retraints. (For broken skin, blood etc)
b) If injury is detected, inmate must be seen by medical, and an injury.incident report must be written, and the injuiry must be documented, photographed, and treated.
c) upon detection of broken skin, the leg irons/shackles shall be sent through a sterilisation process to remove any microscopic presence of blood that may contain HIV or Hepititis C blood. (For which can live outside the human body for up to 24 hours.)
This is a serious issue, dealing with the health and safety of both staff and inmates, and a CCD issue, dealing with infectious diseases. For these reasons, this grievance need to be approved, and steps need to be taken, for safety and health of both inmates and staff. Thank you for your time, and hopefully your help.

Capt. Jackowski replies
Inmate Clark, leg irons are made to fit all ankles. Staff are trained in the proper application of leg irons. It is your responsibility to inform the office present if you have injured yourself due to incorrectly walking in leg irons.
Grievance denied.

There's no way that this serious health and safety issue of HIV and Hepatitis C blood should be left in the hands of inmates to report. For many of these inmates are mentally ill. And there's no correct way to walk, every inmate back here has scars on their ankles from these leg irons. Furthermore, the presence of blood puts out visitors at risk. I'm trying to change this. I need to get this sent to the Centre for Disease Control. They will take it seriously.
