Dear Senators, House Reps and Concerned Citizens. 8/12/19
I'm coming to you concerning the dangerous and bio hazardous conditions here in p-dorm at Union
Correctional Institution. One of the issues, involves a fire hazard that could potentially cost inmates and or staff their lives. So let me start with that.
P-dorm was poorly constructed in the early 1990's and the structure and foundation of this building has been deteriorating rapidly. If you come on to the fist floor, down on the south side, wings 4,5 and 6, and upon entering the wing, and the front door is jammed, then there would be no way to exit this wing except through the fire. And the evidence of constant repairs on the front doors,combimed with the work orders is proof of major problem. A major problem that could be "life threatening" under the right circumstance. We see tragic accidents all the time, that are only corrected after the tragedy. Is that what we're doing to do here?
This building has many other flaws, with the foundation. You've got walls that are no longer sitting on the foundation, you've got cells that have gaps in between the floors and the walls, some are as wide as an inch. These go straight under the building. You've got cockroaches and all kinds of bugs that come out of there into our cells. These holes have been stiffed with paper, rage, soap and other materials over the years. And when these toilets over flow with raw sewage, due to a construction flaw in the plumbing, the feces, urine,blood,sperm ect...getrs into that material, and mold, mildew and bacteria grows in these spaces. And yes other than the foundation problem,the most serious is the plumbing,which is causing bio hazardous conditions with body fluids from inmates up stairs,overflowing into our cells, and getting into our lockers on paper work clothing ect. There's an incident report where this happened to me on Thursday, December 20,2018 at approximately 4:00 am. Where every time the inmates above my cell flushed their toilets, the urine, feces ect would come down into my toilet and spill out all in my floor in cell P-4127. One of the worst cells with this problem is P-4118. In the past month cells P6105 and 6107 have overflowed a half dozen times or more. And the inmates aren't trained in bio hazardous clean up. So they come down with mops and smear this sewage water in the hall, all up and and down the hall with contaminated mops. And for the next several days or weeks, we're smelling human waste. This building in all honesty should be shut down for these two reasons alone. I can give you names of inmates that can verify this has happened to them.
The temperatures back here in the summer months, will exceed 100 degrees. There's a pretty accurate temperature log from the late 1990's that will substantiate these temperatures. When you combined those temperatures, with the Florida humidity, and dampness in this building, its the perfect breeding ground for mold, melded, bacteria and other viruses. At time the walls will sweat, and everything back here is damp and soggy. On top of this you'll find holes in the screens and screens that don't fit properly, which results in mosquitoes entering our cells. Which is another health and bio hazardous problem. I've killed mosquito, that didn't get a chance to bite to bite me, and blood splattered all over. Our vents have dust and debris built up in them,guys over the years have poured water in the vents trying to clean them, which was probably lead to the mold in there. We need a real inspection to take place. A certified mold inspector to come in an check these vents, the cracks in the back walls, the showers, where for years they've painted over mold and mildew, in order to hide it from ACA auditors during these ACA inspections, which in and of themselves are fraud and waste of tax dollars. We've got rec yards that hold water due to improper construction, which allows standing water and assist the mosquito population.
There's possible mold in the dental office, where the ceiling area around the vent is stained from water coming through. There's also water leaking through the light fixture on one south in front of the medical clinic. Which could potentially be a fire hazard, with the wiring. There's also dark substances in the vents in the holding cells and visiting park. Whether tis dirt from poor sanitation or mold I can't say. Bits it is evident to the visual eye.
We've got fluorescent lights that don't have there covers on them, which allows more UV rays to shine in our eyes, which results in eye problems. But its also a security issue that's been ignored for years. Sanitation is extremely poor. We eat meals in the cells three times a day. Yet we only get cell clean up twice a week. And this is our dinning area, so according to procedures its suppose to be cleaned after each meals.
We also need to certified water inspector to test the water coming out of these sink, for from time to time, you'll fine a black oily substance in your water and foul smell. And when you combine these issues with the high rater of caner coming our of this building. That in and of itself, should be enough for a senate investigation.
