Subject: Inmate abuse, Denial of recreation and unsanitary condition of solitary confinement.
These are allegations that you will need to substantiate. While at North Florida Reception and Medical Center (RMC) on Wednesday October 9, and Friday October 11, I spoke with inmates in a holding cell who informed me of the following.
That a Captain who was trying to impress a female staff member assaulted an inmate there in that holding cell Wednesday morning at approximately 7:00 am. Again I did not witness this. On this same day I had also spoke with an inmate who was over there from FSP, who stated the night before that he was assaulted by a Captain Beasley at FSP. But he didn't want to report it because he only has three months left on his sentence and he wants to get out, and is worried about retaliation. You can easily track him down, remove him from the situation and I'm sure he'll talk to you. He was so concerned about retaliation that he wouldn't give me his name. He was a black inmate transferred there that day for medical.
Now I spoke with over a half dozen inmates who were being housed at RMC some in i block others in K-Dorm solitary confinement, who said they didn't get recreation at all! Which means 33 Florida Administrative Codes is not being complied with. They also told me that there was roaches and rats everywhere! And what they described was pretty bad.
Again this is their words, if you want to find out the truth go there have the administration back off and interview the inmates off the record and guarantee them protection from any type of retaliation, and I'm sure they'll talk to you. I'm just trying to do my part assisting in prison reform. Again if I can assist you in any way shape or form please let me know.
I thank you for your time and help.
Sincerely Ronald W. Clark Jr.
