Subject: Retaliation and denial of recreation in violation of 33-601.830 section (7), (j)

The FDOC records will support that from September 16, 2019 til today October 19, I've had one recreation period, of approximately 2 hours and 50 minutes. This violates ACA standards, Constitutional standards and the standards set forth in 33- Florida Administrative Codes. For the past two weeks here at Union Correctional Institution rec staff has intentional scheduled the rec on the south end of P-dorm to conflict with my physical therapy session, and then they refuse to do the required make up recreation on Thursday or Friday, they are doing this in retaliation for me standing up and speaking out on their unethical conduct and failure to comply with rules and standards. This is a very serious issue of mental health. For it is well established that these cells cause psychological damage. And I've not only witnessed this psychological damage to those around me, but I personally experience it daily as this cage effects my mental and physical wellbeing. And with rec staff playing silly retaliatory games, denying me recreation, they are exhibiting not only unprofessional conduct outside the standards set forth in 33-208.002 Rules of conduct, but showing a lack of concern for the mental and physical wellbeing of the inmates who they are here to protect and care for. This recreation staff has continued to put their job convenience over the safety and security of this institution. By packing 40 to 50 plus inmates on to a rec yard, that was designed for no more than 28 inmates at a time. Which causes tension and conflict among the inmates who are trying to use the kiosk and exercise equipment. And for my bringing attention to this and other issues of conditions here in P-dorm, I'm having to face this and other acts of retaliation from staff who resist change at every corner.
CONCLUSION : Recreational staff in P-dorm needs to be disbursed and separated, and a new administrative rec staff assigned to p-dorm. A limitation of 28 inmates per yard needs to be put back in place. And all retaliatory measures against me needs to cease.
