Inhumane Conditions in the FDOC

As you know I've been speaking out against the inhumane conditions here in the FDOC. As a result I've been facing retaliation. From my property being stolen on September 19, 2019, to staff trying to get inmates to jump on me on August 20, 2019. Which I'm not concerned about. The inmates know that I'm fighting to bring change that will improve our conditions. Well yesterday Friday October 25, at approximately 2:00PM I was placed on Administrative confinement. 33-602.220 F.A.C. under investigation. Staff would not tell me what the investigation was about. Which they are required to do under (2),(b). Although they would not explain to me why I was under investigation. Staff ran around telling all the other inmates, that it was because an inmate was caught with a can of smokeless tobacco, that was allegedly being sent to me by another inmate. Which would be a minor disciplinary violation under "9-6 Bartering with others", which the maximum penalty is 15 days on DC and loss of 30 gain time. Its not a major violation that would meet the standards for administrative confinement, pending investigation. '
And according to the requirements of 33-602.220 (3), Reasons for placement in Administrative Confinement. I don't meet the criteria. Its at the most a minor DR. This is no different than what I was bringing to your attention last year, and this past summer where this administration was miss using disciplinary confinement/solitary to mentally abuse inmates. See 33-601.308(4),(l) last line which states, "DISCIPLINARY CONFINEMENT SHALL BE UTILIZED ONLY AS A LAST RESORT" And if you look at 33-602.222 (8) Review and Release from Disciplinary Confinement, in section (a) " A member of an ICT shall review the cases of the inmates in disciplinary confinement every week. The goal shall be towards returning the inmate to the open population as soon as the facts of the case indicate that this can be done safely. " In Qoute! This goes to show you, that the rule makers intent, was for solitary confinement to be used only in extreme cases, and minimally. For they know the psychological damage that solitary causes to the human mind. This administration over uses these cages, in an abusive and unhealthy psychological manner, for which is unbecoming human decency. And what they have just done here, is a prime example of them not complying with their own rules and regulations. I've done nothing, that could be categorized as a major rule violation. And I've been placed on the DC wing without any type of due process of law. Staff should have complied with 33-601.301(3)
Preventative discipline. or 33-601.303(1), which allows staff to reprimand the inmate verbally or in writing. If you look into it, you'll see that the DC6-117 Corrective Consultation forms aren't even used. And 33-601.308 (4), (a) through (h) lays out all the other available tools that the administration could and should use, besides solitary confinement, which is a harsh and mentally damaging technique.Records will show that this admin. overuses disciplinary confinement back here in P- Dorm.
Yes all of this leaves me to believe, that this so called investigation ,is a set up, an act of reprisal due to my speaking out about the conditions here in P-Dorm. Conditions for which I've been trying to bring to light, and change for several years. And the cell they just placed me in , P-4101 has a gaping hole in the back wall, as does most of these cells, where sewage has drained into, over the years, which has resulted in mold and bacteria being trapped down in these holes. So these cells are unsafe! And my stolen property which was stolen on this very shift, for which all of this just happened on, further reeks of reprisal.
