On several occasions the administration here at Union Correctional Institution has infringed on my 1ST Amendment Constitutional Right to send out correspondence dealing with staff abuse. Earlier this year a blind inmate housed in cell P-5101 was taken to the shower. When he returned, the officers had went in the cell and moved his foot locker into the middle of the floor. So when they take the handcuffs off, he turns around and trips over the locker falling. Staff busted out laughing. When I heard about this, I typed up an email and sent it to several people, telling them that this was an ADA (Americans with Disability Act) violation and that they needed to contact the US Department of Justice. Well when I asked my girlfriend if she received it she said, "No!" When I got back from visit, I noticed all three of those emails were missing out of my sent box. And I had seen them in there the day before. Now what should have taken place is this, the emails should have been sent. Staff after reading them should have wrote an incident report, and reported it to the Office of Inspector General and the ADA Administrator.
So here we are several months later, and they've done the same thing again. On Saturday November 2, 2019 I sent an email to my girlfriend email #45 dealing with the assault of inmate Christian Quiroz-Hernandez #M94216, who was assaulted on Wednesday October 30, 2019, between 10:00 and 11:30 pm in Y-Dorm over at Florida State Prison West Unit. I seen the kids face was red and swollen. He told me that they had placed him on strip cell, saying his mattress was on the floor. They sprayed him with mace. Took him out of his cell. While off camera, Christian said, a Sgt Moody and Sgt Brown had a towel wrapped around his neck and was choking him and kicked him in the testicles. All I can verify is the swelling I seen in his face. While at RMC, in the physical therapy room, he attempted to hang his self, I believe to bring attention to what had happened to him. There should be an incident report on this. I know there was talk about using UCI"S van to take him back. Once Christian left out of the holding cell,
didn't see him again. I know he was scared, he was on strip cell and suffering in the cold weather. Which is absolutely inexcusable!! This type of torture has no business in today's society!! And UCI staff should not be messing with these emails trying to cover this up. Its absolutely unacceptable.
I'm calling for this to be sent to all the senators, and house reps and for an investigation into the ADA violation from earlier this year, and the alleged assault of Christian, and both of these censorship violations. For if anything staff should have reported this to the IG and not tried to cover these incidence up.
Please help me get the word out, and see if this kids okay, and stop this type of behaviour. God bless you and continue to do what's right, even in the face of adversity.
