The attached (7) documents prompt me to write this blog entry.
After 22 years in exile, and a mere 18 months from an Elderly Parole - Suitability Hearing. I'd received a distinguishing nomination as a candidate for a Mentoring Program (Attachment #1) to certify me a s a Drug & Alcohol counselor. This opportunity of 6/10/20 would serve to both enhance. My humanitarian service skills and also provide added in centive for the Parole Board to suitable to be released - back to help repair a broken society devistated by substance abuse.
But then on 7/10/20 I'd proposed - in my capacity as an IAC Rep.(Attachment #2) - a solution to a problem with substance abusers incroaching upon incentives to program drug free. That was about the same time I had interfered with the POOCH Programs covert plan to swap cells with an unsuspecting segment of pIA Worker/Programmers in a separate Housing Unit.
The irony of this is Mind boggling! Event without being a certified drug & alcohol counselor. I know there must be some Cognitive Behavioral Therapy included with any Chemical Treatment Plan. Yet the ever increasing line of Suboxone Patients here are not required to do any such Cognitive Behavioral Therapy to treat their often unsubstantiated opiate addiction here in prison. THe irony is further exacerbated by the number of POOCH handlers admitting to their illegal opiate addiction in order to become another of the Suboxone Patients who sell their synthetic opiate spit (Medication) to the highest bidders here with impunity. Indeed, these priviliged criminals truly mis-represent the spirit of the acronym: Prisoners Overcoming Obstacles and Creating Hope.
On 7/29/20 I was one of many transfers to "C"-Facility, where there were active COVID cases. One case became four before I was transfered here. Then four became eight. Then eleven. Then twenty-two, And as of 8.7.20 the number of positive COVID cases is at thirty-four here at "C" Facility. After 12 years at "A" Facility, programming clean and sober as a n asset fostering other prisoners rehabilitation. Ive been sent into a pandemic at my age- with chronic health concerns. Of all the people! But fortunately for my grown children and their lawyers, I was tested for COVID a couple days after arriving here (Attachment #3), and so if I become one of the casualties here now, their lawyers will know what to do.
Attachements #4&#5 appear to cover logistics of due diligence. And of course Attachments #6&#7 did set the stage at the begining of this year, prior to the unforseen pandimic and/or my OMCP opportunity.
Nevertheless, if this is where my Odyssey ends, it ends with pride in the number of bestial souls I've been able to help evolve here this past decade. A number of them will certainly help others become better people as well. Who can ask for a better legacy?

On 06.10/2020 the California Men's Colony (CMC) Correctional Counselor III (CCIII) assigned to the Division of Rehabilitative Programs (DRP) requresgted that classification staff at Mule Creek State Prison (MCSP) review inmates that may be potentially eligible and interested in participating in the CMC Offender Mentor Certification Program (OMCP) that is at CMC inn a level III setting. Based on prior interactions with this inmate and a brief cursory overview of the information contained in the Strategic Offender Management System (SOMS) and ELectronic Records Management System (ERMS) I believe that inmate GOEHLER (K77832) may be a successful candidate for the program. I have complied a packet of information about the program and sent the information to the inmate via institutional mail. If interested the inmate is directed to complete the documentation in the packet and take the completed documents to their assigned Correctional Counselor I for review and committee evaluation.

Subject: MEDICATION LINE PROPOSAL(Addendum to Memorandum July 10, 2020 7:42:44 o-clock)

It is apparent to Facility "A", that the Medication line each morning is impinging more and more upon the a.m. Yard/dayroom Progra, which is attributed to the SUBOXONE medication problems.

The Inmate Advisory Council (IAC) Proposes a reasonable solution would entail having the SUBOXONE Patients receive their morning dose of medication inside the Medical Department on Facility "A" following alongside the Diabetic Patients. Of course this would reward the dope fiends with additional yard-time outside their Building Schedules, but that may be hampered by medical staff collecting identification cards before yard release and running the SUBOXONE medication line similar to the manner which Canteen is currently operating. The Medical Department may then present the patient with an INMATE MOVEMENT PASS noting the time which the Medical Department dispatched the patient to return to their Housing Unit. Building Officers may then hold their wards responsible for any unreasonable delays.

The IAC believes this proposal will serve to both cater to the medical needs of the SUBOXONE Patients and permit the non-dope fiend population to enjoy the program their entitled to. The IAC has been notified that the MAT program will be going up by 400% this upcoming month. This means if we do not fix this problem, Facility "A" will no longer be a programming facility.

Subject: COVID-19 QUARANTINE/ISOLATION SPACE

The California Department of Corrections and Rehabilitation's (CDCR) and Mule Creek State Prison's (MCSP) priority is to protect the health and well-being of the inmate population, as well as providing a safe environment. The purpose of this memorandum is to announce measures intended to reduce staff and inmate exposure in response to the Coronavirus (COVID-19).

CDCR and MCSP acknowledges setting aside space for quarantine/isolation in the event of an outbreak is necessary. Without adequate space to quarantine/isolate impacted populations, minor outbreaks can turn into large scale events rapidly. Effective immediately, all institutions will set aside quarantine/isolation space to follow public health guidance during the COVID-19 crisis. Institutions that have cell space shall vacate one housing unit (minimum of 100 beds) for quarantine/isolation of inmates affected by COVID-19.

MCSP has identified the following areas as designated quarantine/isolation space: Facility "A" Building 2, and Building 18, dorms Alpha Pod 103 and Alpha Pod 104 at MCIC for ADA inmates. The movement of inmates to accommodate this task is to begin immediately in order to achieve compliance by July 31, 2020.

It is mandated by CDCR that the identified space shall be vacated and remain vacant by July 31, 2020, unless it is currently being used as isolation/quarantine space due to positive COVID-19 cases or suspected cases.

This policy memorandum will remain in effect until this COVID-19 crisis is no longer in effect or rescinded.

Warden's Expectations

As the Warden, it is my goal and expectation that productive programming opportunities are provided as well as a safe and secure environment for all whom live and work here at MCSP. It is the expectation that all inmates refrain from illegal activities and violence. Mule Creek State Prison (MCSP) provides significant opportunities for growth and development for those inmates who wish to program and eventually parole.

It is the responsibility of every inmate to attend their job assignment and/or education assignment, report to all ducats, and be responsible for their actions in order to fulfill the California Department of Corrections Rehabilitation and MCSP's rehabilitation goals. It is a privilege to be assigned to MCSP, failure to program will result in a transfer to a suitable institution commiserate with your actions. Accountability produces consistent results and responsible adults that program and or productive citizens when released from CDCR's custody.

You will be given every tool to succeed at MCSP, it is your choice to apply yourself and do so. I will support those who work to achieve their goals and will not hesitate to discipline those who chose to not program and continue with their criminal activity.

Welcome to Mule Creek. Please allow me to introduce myself. As the newly appointed MAC Subcommittee Chairman, I am happy to see that your new Administration is interested in a New Begining with Higher Standards of personal responsibility and accountability for all of us at A-Fac.. I have been here at A-Fac. for the past 12 yrs, and have seen the best and the worst of programs here. Until just recently, I've been determined to do my own time and generally disregard the prison culture in the most part Consequently live earned more than 50 Certificates, Chronos, Commends, and Created a Scientology Prison Outreach study group here 6 yrs. ago which has now expanded into several other state prisons in all while my chapel Schedule has been frustrated time and time again. But all in all, I'm grateful for these 12 yrs here which allowed me to study - and apply what I was learning about myself and my ability to function as a responsible individual.
I've been disciplinary free for a number of years and expect to be transferred to Level II C-face before my elderly parole hearing in 2023. Until then, I would like to help usher in this new era of CDCR, in accord with Mr. Diaz's vision - and your Mission Statement regarding Teamwork, Communication, Diversity, etc. After 12yrs I have a good rapport with staff and t/m populations, and everyone seems approachable enough to consider my interest in their point of view. That said, I would posit at this point that in EFFICIENCY is the basic problem frustrating staff and the like. I've asked 5several close and Set I know what they think of STANDARDIZATION of Programming facilities, vis-a-vis Non-Programming facilities. With that in mind it wrote ? the following for the MAC chairman to consider presenting:

IF MCSP is in fact a PROGRAMMING INSTITUTION, then that should include A-Fac...
In accord with Rehabilitation objectives; those men at A-fac, who have demonstrated both the ability to program as model prisoners - and have demonstrated a desire to improve their environment should be able to have their input with restoring A Fac. to an IDEAL LEVEL II FACILITY.
An Ideal Fac. on A, would look much like C- Fac. with 135 LTAGE available; a Chapel which is open for more often than its not; an Office Services Vocational Shop teaching computer literacy, and expanded College classes to include a Summer schedule, at the very least.
We're not re-inventing the wheel over here at A-Fac.!There's a Hobby Craft Matrix at many facilities. There's LTAG Matrix at many Fac. ^15

There's Vocational Programs at many Facs. What elements are standardized in CDCR? Let's work on duplicating them proactively.

Sir, I've spent 33 of my 57 yrs inside California's penal Colonies. And I've grown to understand Cause and Effect phenomena, better than ever. I am certain that you have everything under control here and that the not exactly the best candidate to proffer my opinions, Yet I do want to welcome you and make myself available to help improve conditions at A-Fac.

The Mission Statement of CDCR is our goal then To FACILITATE THE SUCCESSFUL REINTEGRATION OF INDIVIDUALS IN OUR CARE BACK TO THEIR COMMUNITIES EQUIPPED WITH THE TOOLS TO BE DRUG FREE, HEALTHY AND EMPLOYABLE MEMBERS OF SOCIETY BY PROVIDING EDUCATION, TREATMENT, REHABILITATIVE AND RESTORATIVE JUSTICE PROGRAMS ALL IN A SAFE AND HUMANE ENVIRONMENT.
Our capacity to cooperate in this goal is as the IAC Subcommittee Representatives. We provide the population as a whole with a formal vehicle by which to express concerns, ideas and problems, with the sole intent to help improve conditions in our zone of influence. As the IAC Subcommittee Representatives, we are part of an organization and are expected to act professionally when dealing with the staff and Inmate population. Unnecessarily creating tension or problems can affect the IAC as a whole. Threatening, manipulative or aggressive behavior is unacceptable. As is disrespectful language or demeanor. Our purpose is to help resolve and defuse problems.
