Subject: Chaplain's violating policy and procedure.

I filed a formal complaint with you on May 7, 2021 concerning Chaplain Hinkle and Chaplain Campbell here at Union Correctional Institution. One of the issues was concerning them not following the rules by making weekly cell front rounds, as required by 33-601.830 (4) Monitoring Death Row Inmates- Staff shall monitor death row inmates as follows: (f) Weekly by the chaplain.

Well Friday, May 28, 2021 at approximately 8:30 am Chaplain Hinkle made a round down here on the first floor of 6-wing where I'm housed. I began asking around investigating if he made rounds on all the other floors. I discovered that he didn't. He thought by making rounds down here where I'm housed at, that he could get away with not doing his job in other parts of this building. If he says that he made rounds on all the other floors. Then I'm requesting that you investigate the matter and ask the institutional Inspector under F.S.944.31 Inspector Powers and Duties, to investigate the matter and pull up the video here in P-dorm for Friday, May 28, 2021. For not only is his response to my informal grievance log # 213-2104-0237. Saying that he was following procedures when he knew that he wasn't. So by lying not only did he give Christians a black eye, but he violated Rules of Conduct 33-208.002 section (19) "NO EMPLOYEE SHALL KNOWINGLY SUBMIT INACCURATE OR UNTRUTHFUL INFORMATION FOR OR ON ANY DEPARTMENT OF CORRECTIONS RECORD, REPORT OR DOCUMENT." He knew that Chaplain Campbell and his self had not been complying with weekly cell front rounds thus violating the same policy and procedure that he said he was abiding by, in the above for mentioned grievance. These two chaplains are not providing any guidance or spiritual assistance to death row inmates. And this maybe due to their bias and prejudicial views towards inmates who are sentenced to death. For Chaplain Campbell admitted to me years ago that he believed in capital punishment, and yesterday May 30, 2021, a free world individual stated that Chaplain Hinkle informed her that he believes in the death penalty. So these are two men who are not fit to be FDOC chaplains, much less death row chaplains, due to their lack of mercy, compassion and inability to follow the rules and then lying to conceal the fact that they're not doing their job. I hope and pray that you will look into this matter where, I'm sure you'll come to the same conclusion. Thank you.
