PETITION FOR PAROLE
February 25, 2025
PRE-HEARING OBJECTIONS
PAROLE SUPPLICANT
ROBERT H. OUTMAN
PRISONER P-79939
Supplicant submits to, and for, the record by evidence of transcript of Board of Parole (BPH) March 10, 2022 the following facts:
1) Supplicant is 81 yrs old, well within the perimeters set forth to qualify for "ELDERLY PAROLE". Supplicant was equally within the perimeters of ELDERLY PAROLE at BPH of March 10, 2022, yet denied.
2) Supplicant has professed his innocence during his entire incarceration of 25 years:
California Penal Code, State Correctional System, Section 5011 (a) & (b) states:
" The Board of Prison Terms shall not require, when setting parole dates, an admission of guilt to any crime for which an inmate was committed"
Transcripts reflect explicit and implicit bias repeated transgression
of Penal Code 5011.
3) March 10, 2022 BPH transcript reflects implicit bias contrary to professed "objectivity" e.g. pg#26 reflects early stages of explicit bias castigation for receiving a "verbal waring". OUTMAN: "did you read the 602 that was subsequent to that?" COMMISSIONER. " I didn't." yet continued bias chiding through to DECISION.
4) Supplicant has absolutely no history of violence, before or after, sentencing and for 25 years has professed his innocence. To deny supplicant's liberty, would be an act of explicit bias, because he refuses to take a course against his will and belief it would be an indirect admission of guilt.
5) BPH transcript prove innuendoes, insinuations and hypotheticals and hypotheticals are taken as facts through confirmation bias. Therefore, supplicant submits to the BPH record documented facts in 5 prison-life categories germane to supplicant's character.
6) Due to advanced age diminished vision and focus, supplicant formally requests audio copy of hearing process in addition to transcript.
DENIED 3 YEARS AGAIN
