"ABUSE OF POWER ABUSE OF INMATES"
By Ronald Wayne Clark Jr.

24 Hours a day, 7 days a week spent pent up in a 9x7 ......63 square foot cage.
Unconstitutional is what they say about these conditions. No recreation, no break just inhumane mental torture! And we know from The Scientific Consensus the deadly side effects of these cages. Its laid out in Williams v. Secretary PDOC, 846 F.3d 549 (3rd Dist. Court of Appeal 2017) Where the Court's confirm that, the scientific research on the effects of solitary confinement, which was combined with the U.S. Supreme Court's analysis in Wilkinson, and the Court's findings in Shoats, that all individuals dealing with solitary confinement, will suffer with difficulties in thinking, concentration, obsessional thinking, agitation, irritability, anxiety, panic, depression, post-traumatic stress disorder, psychosis, hallucinations, paranoia, claustrophobia, and suicidal ideations. Those unequivocal scientific findings, shows that our Government and its Court's are acknowledging that these cages are deadly!! For it destroys the mind and body! It pushes human beings into suicide! And we've had our share of them here. And staff celebrate each time one of these men take their own lives. That's how cold and calculating some of these officers are. The rule is unequivocal under 33-601.308(4)(L) "DISCIPLINARY CONFINEMENT SHALL ONLY BE UTILIZED AS A LAST RESORT." In quote. The rule making authority knows that these cages have deadly consequences!! Which is further established under 33-602.222 Disciplinary Confinement (8)(a) Review and release, it states that their goal shall be returning the inmate to his normal status as soon as the facts of the case indicate that this can be done safely.

Well that's not what Union Correctional Institutions Administration does! No, their making sure we do the maximum days back here in Disciplinary Confinement known as DC! Making sure we don't get recreation. And yet the rules on this are quite clear too. Just look at 33-601.830(7)(J)2. Only the ICT is allowed the deny your exercise period, and only for a major rule violation and only for 15 days. The ICT hasn't notified a single soul back here in writing or verbally that they were restricted from outdoor exercise. No this is a blatant abuse of power by men and women who are getting their kick's out of destroying and torturing death row inmates. Which again goes against 33-208.002 Rules of conduct (8) No employee shall wilfully or negligently treat an inmate in a cruel or inhuman manner. A lot of beautiful words. But the actions of these people, go against what the rules say. One man was placed on DC for not having his toilet paper on the foot of the bed. No I'm not joking with you. Paul Everett was given a DR for that back in September or October of 2025 and spent 30 days in DC as a result! 30 days in the hole because his toilet paper wasn't in the right place! Another inmate was in the middle of cell clean up which is done three days a week, he was holding the toiler brush during cell inspection and got a DR for that. Another mentally ill inmate, John Huggins dozed off due to the psychotropic medication they have him on, because he fell a sleep before cell inspection, they gave him 30 days in the hole! Wade Wilson has spent over a year on DC for petty DR's that in most cases should have never been written. We've got men such as Robert Craft, Timothy Fletcher and numerous others suffering from drug addiction who they will not give drug treatment to, their solution is suspend their visit's, cut them off from family and friends, and give them 60 day's in the hole! Craft spent most of 2025 on DC, and has had his visit's suspend for the next decade all because he can't get a grip on this disease, and can't get treatment for it. And when UCI finally did send Craft to Suwannee C.I. for detox in August 2025, staff at SCI placed a plastic bag over his head and beat the hell out of him. Welcome to the FDOC. These cases are documented in the FDOC files. They can't deny their abuse! And even if you don't care about the human suffering, you should care about your money. Each time they write these bogus DR's it cost hundred and up to several thousand dollar's! This abuse has went on way too long! Death Row need's to be overhauled with new leadership, men and women who know how to follow and apply the rule and treat humans in a humane manner. Which is not the case, and these FDOC documents support what I'm telling you. We need Florida Senators and House Rep's to start an investigation into what's taking place here. For these men need relief, not harsher conditions of solitary confinement and or mental abuse. Please help bring change.
