As I recall from reading a book by Eric Van Lustbader, in oriental mythology, dragons (without wings - European dragons have wings) are symbols of good luck vs. "evil". Their vivacious wriggling, revealed by - as the above drawing shows - their twisted appearance, is seen as cheerful. Thus you see Orientals during their festivals donning a nog dragon costume & moving it every which way they can.
Some Christians would still deem it a representation of Satan, which just isn't justified. Satan, as a fallen angel, has wings, etc.
