Inmates decorate their bodies by using homemade tattoo guns made from bits and pieces of materials that are available to them. The main ingredient in designing a tattoo gun is a small motor from either a battery operated hair clipper or a walkman radio. The gun has to put out just the right current otherwise the needle will dig out the skin.
CDC is responsible for creating these blue men who are intimidating to look at, and many times gang codes and Satanic messages are hidden within the tattoos. So many are done in poor taste (eg. human skulls, dragons, barbwire, and gun towers).
Walkman radios and hair clippers with motors should not be made available to inmates as Hepatitis C is at 65% because inmates cannot properly clean these needles.
