In Re: BULLYING AND GANGS - SCHOOL SYSTEM

Dear Speaker DeLeo and Senator Spilka;

I am writing this letter as a matter of record for future reference, as I know that you are not paying attention to any letters from prisoners.

The Subculture of Juvenile Gangs has moved into the school system in the past 10 years, while you have a prison subculture with a large connection to the gang-culture.

It is equally important that you be aware that the Department of Corrections identify those individuals as (STG) Security Threat Groups, but there are no programs aimed at those groups. Over the years, law enforcement and the politicians have had knowledge that the same STG organizations share their names with similar groups outside and most importantly the bylaws of those groups have been taken out and subsequently been re-modeled into another name to provide power for additional groups in urban areas.

People in Massachusetts have been showing indifference, because the subculture in question creates another economic source within the criminal justice system. -- Please note that other countries have been affected by being indifferent. Nicaragua, Honduras and San Salvador have serious problems with juvenile gangs, in fact a couple of months ago, over 200 prisoners burned alive inside a prison in Honduras. Ironically, these gangs adopted another names as a result of Deportation from the United States, including Massachusetts, New York and California. -- Those individuals deported played a role as STG members inside the prison and eventually took with them the bylaws and philosophies, code and signals of those prison organizations and now are being called Salbatruchas, SM/19 or The 133. I sincerely hope that you look into this matter and allow me to publicly testify on this matter, it is for your own interest to save the young people and stop looking at the prison as a business industry.
