Re: Reduction of Prison Population

Dear Legislator,
I am a transgender prisoner who is eligible for resentencing under Prop.36 my third strike was for non-serious felonies.
I'm writing to ask your sponsorship of the report by James Austin of the VFA Institute which has submitted as a decleration to the Three Judge Panel outlining a safe and expedient way for the state to comply with the U.S. Supreme Court order to reduce prison population.
This report makes several immediate and sensible recommendations:
-Release lifers who are past their MEPD and rated low risk for recidivism at 1%.
-Retroactively increase good time credit earning for violent offenders.
-Increase good time credits for all other offenders to the level of Forestry Program participants.
- Release eligible three strikes reform applicants NOW.

As you are aware, despite Gov.Jerry Browns denials of the fact, the prison healthcare crisis continues. The prison Law Office has documented 43 preventable inmate deaths in 2011.
Please use your authority to intervene and implement this well thought out plan to prevent more unnecessary inmate deaths from occurring. Also, implement the alternative custody proposal for elderly inmates and rehouse transgender women at Valley State Prison for Women (VSPW) in Chowchilla to prevent prison rapes.
Thank you!
Sincerely,
(signature)Jennifer Gann
