Reasons for continuing beyond 72 hours - Threat to Orderliness of Facility

Reason for placement: On 06/20/12 Offender PHIPPS, Linniell #718276 was referred to Administrative Segregation for Threat to orderly operations of the facility after information was received indicating he is attempting to cause racial tensions between black and Hispanics in general population. For the past two weeks, inmate Phipp' behaviour in Golf Unit has continued to escalate causing other offenders of his own race to submit complaints and concerns regarding his behaviours. Inmate Phipps is intentionally "taunting" the Hispanics in the living unit and has yelled out comments such as "Black Power" when in areas population by both black and Hispanic offenders. On 6/20/12 staff observed inmate Phipps walk through an area known to be used by Hispanic offenders in the unit, then turnt to taunt Hispanics in their cells while he was going through mainline. Inmate Phipps has a long history of disruptive behavious and Administrative Segregation placements. His most recent release from IMS was on 5/3/12 after serving a 16 month program (since 1/25/10). Additional information has been submitted to the IIU Office in a confidential information report.
