To whom it may concern;

I am writing this letter in response to the aggressive position that the Soviet Union took by the form of presentation in a simulated attack of the United States and further announcing the NEW ICBM that they have fuelled by nuclear power that can reach anywhere in the world.

If there is a possibility of surviving a nuclear exchange, the surviving country is not who has the aggressive missile system, but rather the one that has accurate defense to strike incoming ICBMs.

The Office of the Chief of Naval Research should look into converting a submersible platform that can automatically launch anti-ballisted missiles guidelines into incoming ICBMs. Sometimes the Research Specialist get discouraged with a project because they may think that it will not effectively perform the function for which it was designed. - Please look at the correspondence of November 3, 1987 No. 5870 00CC12/1042/258. On that document the submarine with helicopters inside was not feasible, however, the idea became a reality in 2004 when the Nuclear Submarine USS Ronald Reagan was launched into operation with a helicopter inside the hull.

The idea of a submersible platform on the Pacific and the Atlantic Oceans continued until June 11, 2001 when a designed investion was presented. I am now renewing the idea to convert the work already done into a missile to intercept enemy ICBMs.

I become a member of the Republican Presidential Task Force #188615 at the time President Reagan was pushing for "Star Wars". At that time frame the Soviet Union retreated on their own military position, that because of "Star Wars", they slowed down and resulted in the German Wall fell and reunited a divided country.

Subsequently over the years Russia agree to server several Territories/States under their jurisdiction and those states become independent countries.

If you recall, the "Star Wars Project" was designed to strike ICBMs before they reached the altitude level of returning back to earth. The blueprint of the contingency plan can be adjusted to new technology that if missing the target, in the way down or travelling around can be attacked by anti-ballistic missiles launched from submersible platforms, guided by the satellite of the "Star Wars".

Please note that I am not a war monger, nor am I an active member of the Presidential Task Force, but I am obligated to pursue a survival schedule of my suggested project.

It is very important that you be aware that I do not expect a direct answer from your department at all, the issue here is to defending the best interest of the country where my family and friends are living. I do write articles on the internet to have my own people feel their concerns have been properly addressed.

Dear Mr. Perez:

This is in response to your letter, postmarked 23 October 1987, to Mr. Arthur L. Branning concerning your suggestion for remodeling submarines into small aircraft carriers capable of carrying two or three helicopters.

The file of your previous correspondence has been reviewed, and your latest submittal does not not appear to add anything that has not already been described in your early submittals.

There are many technical problems inherent in your suggestion, for example, the logistics involved in handling helicopters in a small, enclosed space and the effects on speed and maneuverability caused by the redesign of the hull; however, the most serious objection is that a submarine performing a function for which surface ships are designed and equipped cannot effectively perform the function for which it was designed -- the detection and attack of surface ships and other submarines.

To perform this mission, it is essential that a submarine not be detected by the enemy. A submarine operating as an aircraft carrier must surface in order to launch and retrieve the helicopters, and must remain on the surface for a considerable time during these operations. Thus, its position would be exposed, making it vulnerable to attack not only by other subs, but by surface ships and aircraft as well. Further, to carry out its attack mission, the sub must have its full complement of weapons and related electronics. Stripping it of this equipment in order to provide space for the helicopters would render it not only unable to attack but also incapable of defending itself in the event it is attacked.

The Navy has reviewed many schemes for submarine aircraft carriers, but upon consideration, it appears to be a better use of resources for a submarine to operate hidden under the water as it was designed to do, while leaving the shipboard deployment of aircraft to larger, better equipped surface vessels.

Thank you for your continuing interest in the Navy's ship and logistics. In view of the foregoing discussion, no further action by the Navy on your suggestion is contemplated.
