Dear Deputy Notice,

Per your suggestion at our May 24, 2013 meeting I am contacting you to
formally request that I be allowed to visit prisoner Francis Soffen
(#W34022). I am his legal "Power of Attorney" and need to be able to
assist him with legal matters that are pressing at this time. (see
enclosed "Power of Attorney" notarized document)

I ask that I be allowed to see Frank for one (1) hour every other week,
for a total of two hours per month. You may schedule these times on the
day and time of your choosing, but I would ask that it be the same day
and time each week for consistancy in my rehabilitation schedule.

Thank you for your time and anticipated cooperation with my reasonable
request.

I have received your letter dated May 28, 2013 regarding inmate Frank Soffen and your
request to visit him one hour every other week. Your request is denied. Inmates are not
permitted to visit in the HSU. Be assured that Mr. Soffen has available to him the assistance of
the MCI-Shirley Librarian, as well as that of the inmate law clerks, whose job assignments and
training are specifically designed to meet the needs of inmates such as Mr. Soffen. No inmate
may specifically request that an inmate, not assigned to an inmate work assignment pursuant
to 103 DOC 450 and MCI-Shirley work assignment policies, provide assistance to him.
