- FREE SPEECH WARRIOR MEETS WITH "AMERICAN CORRECTIONAL ASSOCIATION"

This past week was the " American Correctional Association" accreditation audit . Now the only way I participate in this yearly torture the prisoners endeavor is by making confinement condition complaints directly to the ACA pointing out areas of concern and abuse I ask them to look at here at ShirleyWorld. Most years my legitimate complaints are ignored but low-and-behold this year the ACA auditor actually met with me for one (1) hour
and heard out my concerns ! You should have seen the looks on the faces of these gulag layabouts when the word spread through the camp like wildfire that ''Muise'' was meeting with the auditors . When Sgt . Big Chew Charlestown was walking me over for the meeting he said, ''I don't know what kind of juice you got Timmy ,but the auditors want to meet with you." I told Big Chew that I am not the one. I just fire back after months of pre-audit abuse. I need to tell the story: it is not the convicts that are dirty but the gulag staffers . When I got to the door of the Operations Building I was greeted by our Fine Feathered Leader herself, Rubber Stamp Wry-On. I had not tied my sneakers when I left the block as I did not yet know where I was going (I was just told to report to the 113 shack - typical prison disrespect) and I said to our Ivory Tower ruler, ''If I knew I was coming to see you I would have tied my shoes!" She laughed. She then informed me that the ACA wanted to speak to me and then she herself led me to an office to wait. She was calm, cool, and collected, but the looks on the faces of the other ShirleyWorld layabouts up there said it all: they were pissed! CPO Misty Futures had a look on her face like I shot her dog. ''How dare he write the ACA!", she must have been thinking . Well not only did I write them Ms.
Futures but I also sent them years of DPH reports and internal memos and
letters . Full disclosure on my part - full ''FREE SPEECH'' disclosure! The
ACA a uditor was pleasant and treated me with respect ; he never once treated
me l ike a con . The bottom line was that he told me that the audit process
was a slam dunk , they Sh i rleyWorld gulag would pass no matter what, but
that my complaints wou l d cause them to get to lower score then if I had
not compla i ned . He a l so informed me that the record indicated it was my
DPH comp l aints that fo rc ed the facility to build a new chowhall and that
he would be making note of that in his report . He also told me some other
th i ngs that will remain confidential . The last ten (10) minutes of this
one hour meeting was taken up by this man, a 40 year guard/warde n etc . ,
telling me I had a special talent and that he felt I could succeed upon
my release. I t was kind of strange for me as yo u never get long=term
jackboots to say a l l that. I had a good laugh with this man about some
of the madness of corrections, madness he could now own as he is retired
from the business of caging men, and we fo un d a bit of common ground . The
funny thing was I saw hi m the next day in the chowhall where he sat down
and ate a meal wi th us . The guards were goingwild ; they were pissed . You
should have heard the sergea n t comp l aining '' this is a security issue '' . It
was a laugh riot . They never complain of '' security iss ues'' when they over crowd
this condemed chowhall . Typical ShirleyWorld bullshit. I 'm not long
for this prison life, I ' m geeting out, but I can tell you this I wi ll
make it . I wi ll tell the story . I wil l expose the ugly underbelly and do
my best to make a difference . They won't see me coming ! FREE SPEECH 4-EVA !

- IT 'S DEJA VU ALL OVER AGAIN/ GROUNDHOG DAY AT SBIRLEYWORLD
No matter how many oxygen wasters they seem to hire they are always
''understa ffed '' here at ShirleyWorld and cannot operate the pr is on at full
capacity; the only thing that is at ''full capacity '' is the bodies in the
beds - 144% of full capacity . Eac h nigh t the close buildings , turn away
o utside volunteers , and find new ways not to allow us access to the programs
that are only successful if the prisoner plays an active role . The prison
does everything 1n its power to shut down activities while guards sit around
playing Computer Solitaire and watching You Tube , sergeants are " sleeping
it off'' in the closed bu ildi ngs , and nurses , counselors, PO' s , a nd other
''essential staff' ' are dancing the horizontal mambo in some dark backroom .
We here at Free Speech Central have been making complaints about this for
years but to no avail . Each yea r, like Yogi Berra said, is ''deja vu all
over again .' ' We have our own little version of the Bill Murray movie
''Groundhog Day'' here ; each day the same ''madness '' is repeated and that is
the quintessential definition of insanity : doi ng the same thing over and
over again and expecting different results . The sad news is that the ''results''
in this case are the 50% + recidivism rate and continued crime and violence
in your cities and towns . Gulag paycheck felons dr awn the state coffers of
hard bled tax dollars and squander them on the diminishment of public safety .
The r e is absolutely no acco untability in the prison system . The guards and
suits can do what they wish , wreckless abandon , and no one stops the Crazy
Train until someone days , and then it is only a brief stop to cover tracks
and get stories straight. Young Jos hu a Messier was murd ered by long-time
abusive guards at Bridgewater and then Commissioner of Correction "Luis-IAm-
Scared-SpinSir" is "discipl i ned" by being awarded an 87% of base pay
($150 , 000 . 00 per year) golden parachute retirement package as long as he
" does not tell where t he bodies are . " Fuc king true crooks and murderers!
Bastards!! What follows are a few pages that show the types of complaints
being made about these rehabilitation '' clos ings '' and the foolish nonrespons
i veness.o fgulag staffers . Prison rehabi l itation is thwarted by prison
"officials " and anti-social criminal be hav i or is condoned; each ce l lblock
has a sanctioned poke r table and the warden can walk right by while men
just keep on playing . No one cares if Church is cancelled . No one cares if
volunteers are turned away at the gate after traveling miles to get here .
And most tragically no one here, no one wearing a badge , cares if one young
man kills a nother in t he Mattapan corridor and beyond . We at Free Speech
Central must expose these bastards in an attempt to get the animus of the
people up to such a level of frus tratio n t hat they will demand real change ;
that they will demand the heads of these paycheck thieves . Lt . Peckerhead
and Lt. McHardly are just as responsible for the murder of a young man in
Roxbury as is the other young man who actually pulled t he trigger . We need
a clean sweep; they ALL must Go! The groundhog must see his shadow!

Re : RESOLU"J::IO-QNF PURPORTED" IJNDERSTAFFING"I SSUES at MCI SHIRLEY
Dear Commissioner Spencer :
~ My hopes are that your office can instruct your subordinates he r e to
-.J-- begi n operating the prison at full operating capacity. For close to a
' year this facility has operated at a limited capacity , with the law
~ li brary , schoo l, programs , and religious se r vi ces , .shut down on varying·
i~ nights . Your experience as a former superintendent lends you the knowledge that such closur~s, and the inability of men to access positive
:;;,, activities , results in men. engaging in counter-productive activities (i . e .
1....·. ._drug use; alcohol_. use , tattoo art , gambling , etc .) which diminish public
-..... safety rather. than enhance it.
I Captain Stubbert . ( the · evening shift com.tnander) ·instructed u·s that Deputy 0· Karen DiNardo had issued an "order" , via email , that he not open the
'\ school building on certain nights, · not open the voe ed building on other
"-..l nights , and to force men to hold religious groups and programs in cla ·ssrooms
rather than the prison chapel. When recently questioned about · the·
" new hires" here at the prison , cre 'ati-ng higher staffing levels, Captain
Stubbert saio. that ·Deputy DiNardo ' s "order " is. still in place . I have
'to say this perplexes me. This Friday night the recreation coach ''.Fred"
was asleep in the break-room of the school buildtng while the · gym and .
voe ed building were · clo .sed . There was an officer wi~h him in- the school
building ( who did in fact stay awake and do his job)' but the rec· coach
.was dreaming of greener pastures . 'Most nights when _the school building
is cl ,9sed ( especially. when Sgt . McGarvey is working ) there are two or
· three -guards (a mixture of sergeants a'nd line guards) hanging out in the
break-room of the school build i ng , but the building is still closed. Many
nights we have · two ( 2) captains patroling the wal kways ( Stubbert and
Hebe i:t ) ,but they cannot find one (1) guard to ope ri the Chapel (voc-ed
bldg .) for religious services/programming . Volunteers vocally:complain .
Program attendence is . depleted, but po one seems · to care . when men from ·
' groups, volunteers , ·clergy , or anyone else seek answers it all seems -to
point back to Deputy DiNardo . Is she the new sup.e r~ntende .nt he.r e?
With the nμmerous new hires hete at the prison I cannot see a reason ,
other than guard apathy and admin is traliv!='· neg l ect, that the yard , gym,

sc hool building , and voe ed (Chapel) , should not be open every night .
Public ' safety demands' such . I am personally enrolled in t he "Alpha
Pr ogram " on Friday evenings and I have watched as attendance has
declined since the Chapel was· or dered clo sed by Deputy DiNardo on
· Friday nights. The volunteers are angry as the¥ make the long trip
here only · to be stuck in a classroom instead of the Chapel . It i s a
religiou s pr og r am that requ ir es the Chape l. no one here cares . We need
you to. care . , . .
68% of the DOC budget goes to salary. How can there not- ·be eno ugh guards?
~ou and I both know there is a 2 . 2 to 1 prisoners to staff ratio in your
department . When the news gets out that t he prison i s "c losed due to
la ck of interest" someone wi·ll have egg on their face . The buck stops
with you . Please intervene. ·
Thank you .

Re : CLOSURE OF LIBRARY/SCHOOL BUILDING - STAFFING
Dear Superintendent Ryan:
I continue to have serjous concerns and questions ·over the ' claims of
"u nde'rstaffing" here at MCI Shirley which is blamed for the closure
of rehab ili tative opportunties . Let me give you another case in point ;
On Sunday afternoon , June 16 , 2013 , there were three ( 3) guards assigned.
to the yard [CO Williams , CO Goodsell , and CO Smeltekop) . They sat very
comfortably while· the school building/libra r y was closed. Also on duty
that afternoon were Lt. Irwin , Lt . Cormier , Sgt . Murphy and Sgt. Charleston .
Lt . Irwin was able to make .rounds and Lt . Cormier was available to
conduct pat searches on the · way to the yard , but not one guard cou ld
be sec ur ed to ope the school building . It continues to perplex me, and
I be l ieve will perplex the taxpayers wheri they find out . My interests
are to be able to access all rehabilit ative opportunities. Part ial
operations , with guards basking i n the sun out in the yard , diminish
my qual i ty of rehabilitation. Staff seems more concerned with excess
water bottles , extra rolls of toilet paper, and antenna wires sticking
out of windows than they are with rehab ili tatipn . The attitude of your
Unit Team Lieutenant is hor, rible and I have always been taught that
attitude is reflective of l eadership . It is fol ly to . allow .Deputy DiNardo
to instill attitude in your unit team . Disrespect breeds disrespect , but
the opposite is also true . You must set the tone .
I am asking that you please see to it that when there is adequate staff
that all operat i ons are functioning . It is very obvious to me that your
staff are fu lly abusing these so ca lled "u nderstaffi ng" claims . There
must be oversight . ·
I know I am probably hoping against all hope but I would ask t hat you
ensure operations are "open " and that your unit team focuses on the
bigger picture rather · than · being a punative , nit-picking , attitude
patrol . Thank , you . . .
.
Sincerely ,
[yf~ RECEIVED
