Dear Governor Baker;

Next year, after your re-election and during your inaugural speech, the word transparency will have a good meaning, because we all are expecting real changes in your second term, in particular, dealing with systemic problems in the application of justice in the Commonwealth.

I know about you through regular people that I know from the Boston area and the media. We as human beings format picture of a person without really knowing the individual, but you are surrounded by upper class business people who may have close relations to interest groups and some self-serving politicians.

I am a convicted criminal with more than 45 years in the system, and as a prisoner I am downtrodden, without influence or money. I have written you many open letters,, and on those matters I brought to tour attention many important issues of public interest.

YOUR EXCELLENCY,
I really don't know if the letters ever reached your hand. But one thing for sure; I want to convey a message of how the application of justice is being applied, while on the other side of the spectrum there are very serious problems of racial bias and the historical record of corruption.

Attached to this letter you will find a copy of the latest article from Howie Carr as (Exhibit-A). Over the years I have been tracking his writing. -Sometimes he aimed the public reports against us in prison, or the prison system. After 1995 he intensified his writing about the "Winter Hill Gangs", corruption and the former Senate President William Bulger.

The main subject was with the senator's brother Whitey Bulger, Steve Flemmi and the association of gangsters with the FBI, and State Police; Including taking prisoners out to be filmed in the induction ceremony to organize crime.

Howie Carr's writing at one point led me to believe that somehow Senator Bulger was the secret person who connected his brother White Bulger to work for the State Police and the FBI, even though there was no real evidence of that. One thing fo sure he does not lie, he speaking his heart like every Bostonian.

CONCLUSION
Without any question there is a good job in correction and it is understandable that we want our people to take those jobs, but nepotism may have the ingredients of a cover-up and obstruction of justice. Besides having clean records and being a good citizen, the ingredients in question can be complicated for a relative.

The perfect illustration to support my claims is with the former District Attorney from Norfolk County who later became a U.S. Representative, who allocated a $3 million dollars for DNA evidence on unsolved cold cases across the United States.

I wrote letters directly to the former D.A. and I told him about the unsolved murders and misconduct at MCI-WALPOLE, and that he knew that his office was holding evidence for those unsolved murders and never made any effort to clear up those issues, in particular when he knew the connection of people, prison administrators and gangsters working for law enforcement. Within a few weeks I received a letter from a Law Firm charging me for an accident that I have to pay $7,140.00 -- for the damage to the other car. (See Exhibit-B)

I responded before my account was frozen, and a copy of the response was mailed to the Law-Firm. There was no wrongdoing on my part and I asked the Superintendent to investigate the entire incident and I also provided documentation, because I did not have anything to hiding. There was no criminal intent, only a legal pressure point to get the Court Order Removed.

The Superintendent ordered my transfer. I lost consciousness and I was taken by ambulance to the local hospital. (Exhibit-C). After few hours of testing I was returned to the prison shackled and handcuffed very tight. I waited in the patrol car for 45 minutes in the parking lot, when I was informed of my official transfer to MCI-CONCORD.

Under a regular investigation, either you get moved to Maximum Security or the R.B. at MCI-NORFOLK, both of those institutions located a few blocks away from where I was. Through heavy traffic I arrived at MCI-CNOCORD 2 hours and 20 minutes later, my body wall all read around my ankle and stomach, that left a black-and-blue mark on the following date.

The connection to that strong creation by the Superintendent was very clear, he wanted me to be physically hurt, because his father was a Deputy Superintendent of MI-WALPOLE during some of the unsolved murders at that facilities, he also knew that there was misconduct of prison officials being friendly with gangsters from the Boston area... Over four decades have passed the murders, there is not much that anyone can do at the present time, but I brought the issues to your attention as a form of educational experiences. We all have to deal with JUSTICE and NEPOTISM among High-Ranking Officials.

The entire issue of being transferred was indeed blown out of proportion, because the retaliation couldn't be brought out because there was a good excuse to cover for their actions.

When the complaint reached the Court the D.O.C. Lawyers, like always, found the legal language and had the civil case dismissed. On 3/12/08 after the final destination here at NCCI-GARDNER, I received a DIVORCE PAPER saying I had to appear in Court for a trial in the State of Rhode Island. I did not sign the subpens because I was never married. (See the Family Court Summons as Exhibit-D).

To follow-up the retaliation on this matter, the Parole Board denied me the opportunity to a Commutation Hearing, based on the Disciplinary Report at Bay State: - (See Exhibit-E)
This is one classic story for you to keep in mind how the system can be dysfunctional, when the possibility of NEPOTISM reacts under color of law and in obstruction of Justice.

Worchester County is Dept. of Correction hack central
The state Department of Correction has become a hack hiring hall for payroll patriots from Worcester County — you know, kind of like the scandal-plagued Executive Office of Public Safety, which by an amazing coincidence has control of the DOC.
The DOC “commish” is Tom Turco, who scored his $160,000-a-year job at the public trough in 2016 after a nationwide search.
The search was of the records of the Office of Campaign and Political Finance. Turco was obviously the most qualified — he’s duked at least $4,250 to Lt. Gov. Karyn Polito, the patron saint of all state hacks everywhere, but especially in Worcester.
Turco used to “work” in the Worcester courthouse for the Probation Department. He has given large amounts of cash over the years to, among others, Gov. Charlie “Tall Deval” Baker ($500), ex-Lt. Gov. Tim “Crash” Murray ($500) and of course the scandal-scarred district attorney Joe Early Jr. ($1,050).
Over his career, Early has employed an endless number of ethically challenged hacks like himself, including multiple future state judges, not to mention the current secretary of Public Safety, Daniel Bennett.

Bennett is currently accused in a federal civil lawsuit of engaging in a criminal conspiracy to obstruct justice in the failed brooming of an OUI case of another former Worcester DA hack hire, Ali Bibaud. Her father, who is a judge, was likewise a longtime coat holder in the DA’s office.

Now, by an amazing coincidence, this longtime Worcester payroll patriot Bennett oversees his fellow Worcester hack Turco.

After receiving several letters and emails about the torrent of hack hires from Worcester (and elsewhere) at the DOC since Karyn Polito’s moneybags was hired, I sent a lengthy list of questions to the DOC. This is the response I received from a $98,385-a-year hack named Jason Dobson:

“These DOC employees all applied for vacant positions within the agency through the Mass Careers process and their salaries can be found on Open Checkbook.”
In other words, no comment.

Last week, I repeatedly asked for more information about the DOC’s recent hires. Granted, Public Safety is grappling with multiple sordid scandals, including the first wave of arrests last week by the feds of allegedly corrupt state troopers. But it’s not a good look to be stonewalling when you’re in a secretariat so thoroughly crooked that the feds could easily conclude it is a RICO enterprise.

Alas, when the phone didn’t ring, I knew it was the hack flacks for Tall Deval, Turco and Bennett.

But here’s what I have been able to piece together from multiple sources.

If you go to a wedding website called theknot.com, you will find a listing for nuptials scheduled for Nov. 9, 2019. The groom is young Michael Turco, who is Tom’s son, and the future bride is one Margaret Coyne of Worcester.

In another incredible coincidence, Margaret Coyne was just hired by the DOC as a $54,612-a-year “personnel officer.” In yet another no-doubt unrelated development, in April, just about the time Coyne was hired by her future father-in-law, she decided to contribute $100 to … Karyn Polito.
It’s a family tradition.

The Turcos are from Auburn. So are the Beaudet's. Matthew Beaudet used to work for Guy Glodis, the bust-out ex-Worcester sheriff, to whom he gave $1,735. Beaudet has also contributed to various other scandal-plagued Worcester hacks — Joe Early Jr., “Crash” Murray and ex-Rep. Paul Kujawski, whose career ended after he was accused of urinating on a state trooper’s boot while intoxicated.

Beaudet is now the DOC’s “deputy director of human resources” for $85,850. After a nationwide search, the DOC then hired one Michael Beaudet, another Guy Glodis contributor who, according to OCPF records, is now “storekeeper II” for $47,594.

By the way, these layabouts work for hack Republicans, but they’re Democrats. In addition to the likes of Early and Murray, Turco gives to the Worcester Democrats’ committee, and Matthew Beaudet has contributed to the Democrat State Committee.

I’m out of space, but not DOC hacks. Dime droppers, keep those cards and letters coming. And remember, according to theknot.com, it’s only 489 days to the wedding of Michael Turco and Margaret Coyne.
