"DENIAL OF RECREATION"
The Death row unit here at UCI Union Correctional Institution is running on a skeleton crew. Yes, many officers have left due to poor leadership which can be seen here. And their leaving has resulted in us not getting our recreation on numerous occasions. Now the Rule chapter 33-601.830 Florida Administrative Codes (FAC), which is governed by State law in Florida Statutes. Under the section (7)(j), the rule reads "Exercise- An exercise schedule shall be implemented to ensure a minimum of six hours per week of exercise out-of-doors. Such exercise periods shall be documented on Form DC6-229, Daily Record of Special Housing." In quote! Shall ensure is to GUARANTEE!!!!! Well, we got one three hour rec this week. Now today Friday, May 28, 2021 the Warden, Colonel and numerous other officers come through doing a "CELL INSPECTION'. Not only is the bogus inspection not in 33-Florida Administrative Codes, showing that it's a shame that Former Regional Director, Brad Cullpeper, put in place in 2016. But this is the thing, you've got enough staff to walk around making sure inmates are in class A uniforms standing at attention, beds made all a bunch of irrelevant nonsense, and yet you want to use these officers to make sure that the rules are being followed under 33-601.830(7)(j) and that we have received our rec. Where is the common sense in this? Where is the leadership and management that should be taking place? Cell inspection! It has no penological justification! That's why it's not written into the rules! Recreation is a guaranteed FAC to ensure that that this minimum six hours a week is met. Where as cell inspection..... well you see my point. Need I say more? And this week is just one of many where the administration has emails and complaints on our behalf to FDOC Secretary Mark Inch at mark.inch@fdc.myflorida.com and help fight to ensure that everyone is getting their six hours of rec a week.
Thank you.
Sincerely Ronald W. Clark Jr. #821974
