Dear Legislator,
I wish to express my support of parole and/or ankle bracelet Alternative Custody for elderly prisoners.
California Department of Corrections and Rehabilitation's Outcome Evaluation Report, 2010, assesses that older prisoners, even those serving life sentences for very serious crimes, are:
* No longer a risk to public safety
* The most expensive to continue to incarcerate (CDCR's figures indicate these prisoners cost an average of $138,000 per year to keep behind bars. With over 20,000 advanced aged prisoners in the system, if 80% were placed in Alternative Custody programs taxpayers would save over $2 billion dollars a year: 17,000 prisoners x $138,000 = $2,346,000,000)
* Elderly parolees have a recidivism rate of less than 3%
Supreme Court Justice Anthony Kennedy suggested in the recent prison overcrowding ruling...find out who are the safest to release and release that group.
Well, here is that group...lifers and elderly prisoners.
Continuing to fund punishment of elderly prisoners at the expense of education and social services perpetuates a failed system and harms all of society.
I urge you to advocate for parole and/or ankle bracelet Alternative Custody for elderly prisoners.
