Dear Deputy Commissioner Madden,

I am writing at the request of MCI Norfolk inmate Timothy Muise, #W66927. My name is Linda McFarlane and I am the Deputy Executive Director of Just Detention International (JDI), a non-profit, human rights organization that works to end sexual abuse behind bars.

Mr. Muise recently informed our organization that Massachusetts DOC Commissioner Harold Clarke has resigned and that Deputy Commissioner James Bender has announced his retirement. According to Mr. Muise, you are now the top official within the Massachusetts DOC. As such, we wanted to make you aware of our recent advocacy efforts.

A few months ago, JDI wrote a letter to Commissioner Clarke to alert him to allegations of sexual abuse at MCI Norfolk and to express our concerns for Mr. Muise's safety as an advocate who helped to expose this violence. We are working closely with Paul DiPaolo, Asst. Deputy Commissioner and the PREA Manager, who has initiated an investigation into the alleged abuses at MCI Norfolk. He has been particularly responsive and proactive regarding our concerns. We also remain in contact with Mr. Muise, who has been cooperating with the investigation.

In response to Mr. Muise's request, we have enclosed a copy of the letter we sent to Mr. Clarke for your records.
