Behavior And Programming Plan

What's the difference between labelling it as behavior and programming plan, or human manipulation plan. Or torture & coercion. Brainwashing techniques is brainwashing techniques. Interrogation force and cooperation tactics is not different because it's used under a different labelling or slightly different techniques. It's still the same.

Offender Phipps was assigned to IMS/MAX on 2/26/14. IMS expectations were updated on 4/29/16: Maintain Max custody, retain at MCC-IMU, maintain IMS level II until appropriately programming in A2A.
2/14/17 - Offender was transferred to WSP on 2/8/17. No progress at this time.
4/3/17 - Offender is not making good progress at this time. He was recently demoted to level 2 due to a pending infraction.
6/6/17 - Offender is not making good progress at this time. He continues to have conflicts with staff.

Phipps has been infraction free since 9/17/15 (WAC 558). Started RAPP; HCHL on 10/6/15 and Graduated on 1/19/16. He is currently level II (9/17/16). Placed on A2A
Recommendations: Maintain Max Custody and remain. Loss of earned time from 8/01/16 - 10/01/16.
PREA, BPP, Single Cell Screening, ONA, CCR and Prohibited Placements have been reviewed and are up to date.
2/14/17 - Offender will kite programming staff when he reaches level 3. Per HQ Phipps will be infracted and lose his level if he refuses to program.
4/3/17 - Offender needs to cooperate with staff and stop getting infractions.
6/6/17 - Offender would make progress through the level system and programming if he would cooperate more with staff. His behavior, while not always infractable, continues to cause friction with staff.

The Government allow its agents to enter into my house, your house and physically, sadistically invade mines (yours) and or our love ones personal space because they was becoming ill and the Government did nothing to stop them or was powerless to stop them. But they never did think as to issue you me, us a warning.
As a mature, rational individual one deduce; the possible outcome for conducting an act that seems criminal but is in naturality, justifiable in all actuality...
But what's the purpose of seeking such type of justice if it uproot the very fabricate of your life or functioning of the Government. Justice cleanse any impurity away, without this essential component it becomes the same action of the ill cobra embedded in society. "One does not desire to cut the head off of the snake to become the snake itself."
It's fear, greed that prevented the Government from acting. "They the Governmental acts of accountability." But... the thing is..., they established you as a sitting rabbit, knowing quite well that the cobra will strike and feed.
The Government is more keen on protecting those cobras then you, their citizen...
Curtailment of the 2nd Amendment. Conviction and sentence to incarceration... the snake pit..., concentration camp... placing you in the criminal data based on unfound charges and malicious prosecution, wrongful conviction... so they will be able to know everything about you... this is what I know,,, that's as long as I'm an African American citizen of U.S.A, of this world... Their will always be an element, a very powerful element in the governments that will treat me as a terrorist. So if I'm treated and consider as a terrorist. I guess... if I should be a terrorist; I should be one all; citizens of this world love, need instead of; hate and believe they don't need.
