Part I Complaint
Re: STAFF MISCONDUCT of DR. WALKER & HSU LIEUTENANT
Dear Superintendent Ryan:
On Thursday, April 12, 2012, two employees here used their professional capacities to engage in a personal interview of me her in the HSU. Please allow me to detail the incident for you.
At approximately 6:05 PM I was toldby E-2 C.O. Archibald to report to the HSU to see 3-11 Shift HSU Supervising Lieutenant Majahowski (Phonetic Spelling). Upon arrival at the HSU the Lieutenant instructed me to take a seat in the holding cell. I a couple of seconds a woman appearded and said, "I am Dr. Walker and I want to ask yo about a letter you wrote to the Boston Globe which had my name in it." I responded, "I will not be providing you with any answers to your questions." I then said to the Lieutenant, "I do not want to be called up her unless it is for medical or official DOC reasons." I responded, "I will handle that my own way. I then left the HSU area and returned to my housing unit where I called my sister and asked that she contact my lawyers to log this incident.
Dr. Walker and the HSU 3-11 Shift supervising Lieutenant abused their official positions in order to question me about private free speech activity. I have no Psyche Services/Mental Health history, I have no professional relationship with Dr. Walker, and I have never asked to be seen by her or her staff. These DOC employees used their official capacities to inquire about personal matters. I cannot allow staff to treat me this way and take this as a serious violation of my First amendment right to engage in free speech. As such I must take every measure to protect myself. I ask that your office order an investigation into this inappropriate behavior by these two employees, while ensuring that I am not subjected to any further inappropriate or retaliatory behavior from your staff.
I believe you are aware that I work with several human rights organizations who seek my take on prison abuse. I engaged in numerous free speech activities, as i my Constitutional right, and will continue to use the pen as a mighty tool of change. I ask that you protect me rights in such matters since I am currently in your charge. I will never be silent about abuse.
Thank you for your time and anticipated prompt attention to this very serious matter. I will be anxiously awaiting your reply.
Respectfully Yours,
Timothy J. Muise, W66927
