Dear Commissioner Spencer:

The rudder has dislodged from the hull of the vessel MCI Shirley and we are headed squarely for the jagged rocks of despair and wanton violence. The wreck of the SS Shirley Medium will leave a deadly wake in the streets of our cities and towns. Our current Captain, Kelly Ryan, screams, "Damn the torpedoes, full steam ahead!", as tragedy looms large upon our horizon. As the Admiral of this McHale's navy I can only beg for your intervention. Please act to save the souls from drowning on this sea of woe.

We recently had acts of "gang violence" in the yard, chow-hall, and on the blocks. These young men, mostly from the ghettos of Boston, Springfield, and Worcester, are forced by the operating procedures here to spend half of their day restricted to the housing units. You know what goes on in the units = tattoos, drugs, homebrew, gambling, etc. The "split" movements here desensitize men to failure and recidivism.

Movement times are delayed EVERYDAY, and at almost every movement. The facility adheres to NONmovement schedule. The movements are conducted differently by each staff member. There is absolutely NO consistency. This is the lesson of failed professionalism your staff here is teaching. One Lieutenant (Siddle) calls one "block" at a time. Another Lieutenant (Bishop) calls ABC together, then DEF Units together. If Sgt. Peck is allowed to call the movements it is even a greater mess. One superintendent claims that movement times exist, but you would never know it. The truth is that they move at MCI Shirley when the sadistic guards are good and ready to do so. Movements are delayed each and everyday by 10 to 20 minutes or more.

Men in the hospital unit here have had "maggots" and "ants" in their adult diapers. When they complain they are retaliated against. Frank had ants in his diaper - PA Linda Booth thought he should just take that, but when Frank chose to complain she arranged him to be taken out of his single cell, which he has been in since he arrived at the facility, and place him in a five (5) man room. That will teach him to complain! Are you kidding me?

William was assaulted by a drunken, 38 year old, weightlifter prisoner, only to be issued a d-report, lugged to the hole, denied his medications, and treated with deliberate indifference. When he was released from the hole he was verbally assaulted by Lt. Charles Carroll in front of numerous witnesses (of whom I have provided the staff with names of - but it appears that they care little), and then when he complained of the assault by Lt. Carroll he was again taken to the hole, again denied his medications, and now he has had a heart attack! This is almost unbelievable. Billy got beat up by a drunk prisoner, got verbally abused by a senior staff member, suffered a heart attack because of the abuse, and he is still in solitary confinement!!! What's next? Will it be summary execution for category disciplinary offenses? Hitler did not immediately start throwing the Jews into ovens - it was a process. The ovens of MCI Shirley Medium are not far away.

The jackbooted stormtroopers will gear up for me. Maybe not today, but someday, because I will NEVER keep quiet about the abuse. The rooftops cannot be tall enough for me to shout it from. As I write there is an uprising in the SMU here. They have had to call the yard in and the gym back to the housing units. We were locked down after a melee in the chowhall the day before yesterday. Drugs and booze flow in a manner Bacchus would be proud of. Deputy Notive worries about "girly" pictures on the back of doors. Sgt. Oja is on "clothesline" patrol. Two Lieutenants supervise the passing out of sugar packs in the chow-hall. When did it all go wrong. Men hang from self-fashioned nooses and Deputy Ninardo worries about the use of Eucharistic Ministers in the Catholic Church. It is madness.

What will your legacy be Commissioner Spencer? You could exit this profession as the one who took the bull by the horns. Who put fear of the media away and took the union head on. Or you could be just another state employee who took the pay and kept the status quo. When teenagers die in the Mattapan Corridor we all play a role in that. I'm doing my part to stop it. My hopes are that you will start to do yours. Please stop the madness here at MCI Shirley Medium.

There should not be, and there is no excuse for such a disconnect between the Commissioner of Correction and the prisoners of the state. I ask that you please come in here to MCI Shirley and speak to myself and my peers about the very real failures here.
