PREA: Prison Rape Elimination Act

From The Unseen Face Of America A Prisoner Rant To Rave by Linniell Phipps (author's profile)

MY RAVE:

Have you heard of PREA?

Do you know what it stands for?

What's the purpose for it...

Well... it's a legislation. A statue. A law. A prison regulation. In Washington state, it's under title 9A and 72.69 of the Kew's...

PREA! Prison Rape Elimination Act of 2003.

I - know. Has you attention span been turned off at the word or words "rape elimination," yet... Do you know what sexual assault or harassment victims have been through... the constant psychological battles that they are engaged in everyday. How much more difficult it is to face and deal with it as a man because of the social stereotypical stigma placed on a man in today's society... what if he's bigger, stronger, more powerful than you... what if it's a lot of them... what if it's a correctional officer, police officer or doctor... what if you are drugged, restrained...

Have you ever heard of Rape Night... 'the free-for-all,' "night..." Rape as many boys as you can, however you can, and we'll let you get away with it-night! I want to say I don't support all of the PREA act, but in Washington state how do you know if it is consensual... it could be a case of pressuring... you can't do your time here... it's not a New York or Illinois, California system. And it really doesn't need to be. It's too many informants, (who are serial rapists) undercover law enforcement officials and the common chump running around trying to set a motha*ucka up... (who are rapists) in here.

You have to worry about the Naxi Sunni Muslim homosecual rapist, the nation of Islam, the gangster disciples of a homosexual rapist gang, the rapist Crips and Bloods, the 4 Conner Hustlers, not including the Whites, Northonios, Surenos... good God! I almost forgot about the A.P.I. - The Department of Correction officials and so and and so forth...

Have any of you heard of a United States Supreme Court case law named Smith v. Wade...? It's cited as 103 s.ct. 1625 (1983).

The correctional officer Smith put a violent rapist inmate in the cell with Wade, knowing that Wade, a protective custody inmate would be beaten and raped by his cellmate. "He needs to be toughened up a little bit," is their most likely mind frame.

In America and all industrialised societies, prison male rape is sensationalised. Have you seen the episode of Run's House, when Diggy's older brother goes to jail for whatever, and the first words that came out of one of his little brother's mouth was "you got your butt took..." with a big "cheesy smile on his face." Not, Oh! My God!! Are you okay?? No cries of fear for his brother's safety... if we as men don't care about ourselves, protect each other from a greater danger, then why should be care about what happens to a male child...?

Well. I know... because I'm one of the victims of PREA. My fear is being dragged into some back office or closet with my hands cuffed behind my back and being repeatedly raped by White, Brown or (good God) Black male correctional officers. I've already been jumped by them...

Offender Complaint Log ID Number 13528892

On 1-18-13 c/o G-way was checking me out, like, looking under my boxer shorts at my butt! Well let me get my looks in now... he says! (Complaint...) 'Provide more detail, where did this occur, in the unit? Were there any witnesses? What time did this occur? How can he look under your boxers? Be advised you can be infracted for making false allegations', is the grievance coordinator L.S response.

Offender Complaint Log ID Number 13528887

On 1-20-13 c/o T-Hill did his homosexual touch to my right arm (elbow area) again when he was escorting me to the shower. (Complaint...)

'Touching/holding your elbow is a standard escort technique and in no way constitutes sexual harassment. This appears to be a deliberate attempt to get the c/o in trouble,' is the grievance coordinator L.S. response.

But how can I get him in trouble deliberately... and you best believe I will be advised because I don't want to be one of them United States Supreme Court cases, you reading about me being raped by male correctional officers. If this blog washes up on your computer screen, sure. And you have the desire to see these individual held accountable for their actions, please sent it to a PREA organisation that will see to an independent investigation, because Washington state Department of Corrections is sweeping this under the rug...

They have a polygraph examination policy for internal investigation in the Washington state Document of Correction. It's Doc policy 400.360, I'm more than willing to submit to it to attest to the truthfulness of my offender complaints.

Doc. used this policy to determine if Krog was telling the truth when Plunkett raped him the night before Plunkett was released to the streets on parole. See in RE Pliunkett... The reason why WDOC used the polygraph examination test in the re Plunkett case is because it was an inmate raping an inmate.

Not a male correctional officer sexually harassing or assaulting a prisoner. But unlike Amy Tay in the Hundred Secret Senses, I don't want you to get caught up in thinking that this is something more than a pathetic plea, a cry for HELP! Because that's all it is...

You really need not get so caught-up and confuse yourself with unchecked sympathy for my pathetic situation. Just ask yourself if you have it in you to do your one good deed for the year. And, if so, then put this message in a bottle and cast it out to sea, being sure it lands on the next person's computer screen shore, with the message 'are you up to doing you one good deed for this year...'
