Re: Serious Disconnect Between Your Office and Institutional Level

Dear Deputy Commissioner Chmiel:

I must point out to your office, with documentary evidence, the serious disconnect that exists between your office and the employees at the level of the correctional institution, especially investigative employees.

Please allow me to point you to "Attachment A" which is a letter from your office to me in which you "Thank" me for showing concerns for my Catholic brother, William [censored]. Of course your take on this is correct and in line with the rehabilitation of errants. Men must be able to show compassion and seek justice in order to be productive members of society. I applaud you for recognizing this.

Next I would like to point you to "Attachment B", which is a letter from Kelly Ryan, superintendent here at MCI Shirley, in which she responds to the exact same concerns I brought to the attention of your office, and for which you thanked me. Ms. Ryan's letter is not harsh, but definitely does not recognize my concern for my brother. She only instructs me that I should not worry. Not too much of a leap from your letter, but still not in line with your train of thought, but hold on.

Now let me point you to "Attachment C", which is a letter from [censored] here are at the facility. The tone is ominous and he scolds me for raising such issues. Here is the apex of the disconnect. The security staff are fully at odds with your office. I am accused by Lt. [censored] of doing something wrong, in so many words, but the undertones of his missive speak volumes. This cannot be what you envision? The vision of your office becomes full blindness when it reaches the institutional level. This is the foundation for our high recidivism rates. My prayers will be that you correct this.

I would ask that you consider coming here to MCI Shirley and speaking to myself and some of the other motivated men. Maybe we can assist you in connecting your vision. Thank you.

This is to acknowledge receipt of your April 1, 2012 letter regarding William [censored] health care concerns. Upon receipt of your letter a member of my staff contacted UMass Correctional Health (UMCH), the contractual medical provider for the Massachusetts Department of Correction, regarding your concerns.

As you are aware, we are not able to disclose any specific information regarding Mr. [censored] current health status or treatment plan being implemented due to confidentiality laws. However, I can assure you that we are following up with UMass Correctional Health to insure Mr. [censored] is receiving health care services as clinically indicated.

I received a message from my friend, William [censored], who is currently in the SMU here at MCI Shirley, and he asked me to assist him in obtaining his personal clothing which he has yet to receive. He also asked me to inform your office that he has not been receiving his proper doses of medication. Billy is 72 years old, has many medical issues, and I am concerned as a fellow Catholic for his welfare. Can you please assist Billy in having his needs met.

Re: CONTINUED ATMOSPHERE OF HOPELESSNESS AT MCI SHIRLEY

Dear Honorable Undersecretary McCroom:

I had previously brought to your attention the hopelessness that is created here by the abusive shakedowns being conducted by security staff. They ceased this activity for quite sometime, but this morning they are in Unit B-2, "tearing the place apart." I have some friends in that block who are elderly (George [censored]=80 years old, Mike [censored]=68 years old, Mr. [censored]=70+ years old) and are extremely upset about this, but even more scary is the anxiety I see in the young men in that unit (while the guards are in there) which I know will turn into anger: anger that will be visited upon the citizens of our cities and towns when they are released.

When I was at MCI Norfolk I spoke to you personally about the hopelessness these abusive shakedowns create, and how it relates to the rise in suicides here in the Commonwealth's prisons. I am just holding my breath waiting for the next one here at MCI Shirley as the hopelessness and despair here is very thick right now. These people - correctional staff - care little about the climate effect of such actions. This climate effect is the direct cause of our consistently high recidivism rates. MCI Shirley medium is an absolute disgrace when it comes to rehabilitation and "correction". The operating procedures are inconsistent, malfunctioning, and fully devoid of any "Care" in the care, custody, and control equation. Sadly, Ms. McCroom, men here will leave this facility and murder. It is that cold.

You cannot allow prison officials to speak to "climate". You must talk to the prisoners to gauge climate. As such I would ask that you please come here to MCI Shirley and speak with myself and others. Please don't let prison officials just lead you around and point you where they want to point you. Please seek out prisoners you have heard from and speak to them. I can assure you that you will not be disappointed.
