That's great news about John getting out. That's one less citizen trapped in a Wisconsin prison.
Regarding the lifetime ankle bracelet, an attorney general's opinion is just that: an opinion. Although the DOC may rely on it to make John wear a monitor, that's not the end of it.
He could seek to withdraw his plea because of not being informed (not a good idea, in my opinion).
Or he can seek a court decision via a declaratory judgment action and the courts will then decide whether the statute should be based on counts or separate convictions. The ACLU or some other advocacy organization may be willing to represent John on a declaratory judgment. You'll have to check around. I'm sure there are organizations interested in this issue and John would make a good test case.
